‘The angel of the Lord appeared to him in a flame of fire out of a bush; he looked, and the bush was blazing, yet it was not consumed.’ (Exodus 3:2)

The next section shows the pillar of fire which led the Israelites through the desert by night.
The Lord went in front of them in a pillar of cloud by day, to lead them along the way, and in a pillar of fire by night, to give them light, so that they might travel by day and by night. Neither the pillar of cloud by day nor the pillar of fire by night left its place in front of the people. (Exodus 13:21-22)

The next section shows Mount Sinai where Moses met God. God reveals his glory by enveloping the mountain in fire.
Then Moses went up on the mountain, and the cloud covered the mountain. The glory of the LORD settled on Mount Sinai, and the cloud covered it for six days; on the seventh day he called to Moses out of the cloud. Now the appearance of the glory of the LORD was like a devouring fire on the top of the mountain in the sight of the people of Israel. Moses entered the cloud, and went up on the mountain. Moses was on the mountain for forty days and forty nights. (Exodus 24:15-18)

The Second half of the panel explores fire and light in the New Testament. The candles represent Christ as our light: 
I am the light of the world. Whoever follows me will never walk in darkness but will have the light of life. (John 8:12)

The tongues of flame depict the coming of the Spirit at Pentecost:
When the day of Pentecost had come, they were all together in one place. And suddenly from heaven there came a sound like the rush of a violent wind, and it filled the entire house where they were sitting. Divided tongues, as of fire, appeared among them, and a tongue rested on each of them. All of them were filled with the Holy Spirit and began to speak in other languages, as the Spirit gave them ability. (Acts 2:1-4)

The final part of the panel looks forward to the heavenly Jerusalem where all nations will walk by the light of God’s glory:
I saw no temple in the city, for its temple is the Lord God the Almighty and the Lamb. And the city has no need of sun or moon to shine on it, for the glory of God is its light, and its lamp is the Lamb. 4The nations will walk by its light, and the kings of the earth will bring their glory into it. Its gates will never be shut by day - and there will be no night there. (Revelation 21:22-26)
